Sam Scudder was the original bearer of the Mirror Master identity, enemy of Barry Allen and de facto leader of the Rogues. After his death, Captain Cold took a more official leadership of the Rogues, and mercenary Evan McCulloch got the Mirror Master costume and equipment.
Sam Scudder is mentioned as "the original Mirror Master" in the bio of Mirror Master (DCUSC). However, he currently has no action figure (the identical costume may allow the McCulloch figure to be repurposed as him, though).
